Big role, small say

This archetype benefits from the legitimacy granted by its state funding. In turn, this means its activities are more likely to be heavily defined by what government will fund, how government will measure it, and what government will permit it to say. The strategic consequence may be delivery without direction. It may be able to execute complex public services competently and it may reach populations that other archetypes cannot easily access, but the structural dominance of government funding may progressively narrow the gap between what it does and what it is permitted to pursue independently.
