This archetype has greater state legitimacy and autonomy through government income that confers credibility and investment income that tends to provide greater financial security. The cost is that government conditions and distance from stakeholder sentiment may reduce the pressure to stay relevant to beneficiaries or responsive to changing needs. The strategic consequence may be security without external challenge. These organisations can likely sustain their current model without significant financial pressure but may lack the mechanisms through which supporter expectation or market signals reach it with enough force to drive change.
